You can – there are two USB-A outputs. They share the power, though. For full heat, one heated item per power bank is better.
At 74 Wh it stays below the 100 Wh limit above which airlines require approval. Power banks go in your carry-on, never in checked luggage. Your airline’s rules take precedence.
